This is a list of the largest cities in Europe by population within city limits. It deals exclusively with the areas within city administrative boundaries (municipalities) as opposed to urban areas or metropolitan areas, which are generally larger in terms of population than the main city.
Yerevan, Baku, and Tbilisi are in the list. The Caucasus states can be included in definitions of Eastern Europe, these countries participate in European Union's Eastern Partnership Program. These countries are also members of Council of Europe,[1] and they are members of all European sport associations and cultural events.[2][3] By the same token, Turkish cities in Anatolia would have to be included in the list (in order of population: Ankara, Izmir, Bursa, Adana, Gaziantep, Konya).[4]
Stambuł, built both on Europe and Asia, is historically located in Europe as Byzantium, (Constantinople) and the 2/3 of the population of Istanbul today is on the European side.[5][6] Turkey is also a member of Council of Europe, and a candidate country to join the European Union. Turkey is also a member of all European sport associations and cultural events.
