The capital of the Republic of Mahabad was Mahabad in northwestern Iran. The state encompassed a small territory, including Mahabad and the adjacent cities of Bukan, Oshnavieh, Piranshahr and Naghadeh.[12] The republic moreover claimed the three cities of Urmia, Khoy and Salmas held by the Azerbaijan People's Government.[13]
